Katharina Phillips is the past President of the Council on Government
Relations, where she applied her extensive university experience with the
federal regulation of scientific research to promote the adoption of
favorable federal policies affecting research administration and technology
transfer. She is recognized as one of the nation’s experts on federal cost
allocation policy.
Sheldon Trubatch, is a regulatory consultant and attorney who is
experienced with all aspects of regulation through a variety of positions
which involved all stakeholders in the regulatory process. He has been in
government (Nuclear Regulatory Commission), in major corporations
(Commonwealth Edison and Bechtel SAIC(BSC)), and in private practice
(partner, Winston & Strawn; of counsel, Sidley & Austin). He was BSC's
regulatory counsel for the Yucca Mountain Project before that project's
untimely demise as a result of political considerations. Currently, Dr.
Trubatch is a professor of the practice in the Rogers College of Law at the
University of Arizona. He also lectures extensively on environmental and
energy issues at the University of Arizona's Outreach College. Several of
